Do I have to tune my RFID race reader?

No, it is not required for you to tune your RFID race reader. All non-ISO readers are tuned in the factory to work on a wooded race as per the setup guide in the user manual. If there is metal (e.g. steel) closer than 300mm to the edge it will affect the read range. If the reader is our later ISO generation then it auto tunes when you turn the reader on.
